Hello, Bola!
I've contacted our HAZUS specialists at the National Institute for Building
Sciences by phone this morning regarding your question. I've not heard back
yet, but will notify you as soon as I hear something from them. While Nitja
McGrane, Chuck Gregg, and I promote HAZUS use in our Region VI states, we
are not experts in either HAZUS or GIS, unfortunately. We're glad to have
access to the experts!

Hopefully someone in the group can answer your Risk Assessment Tool
question.
I do know from the documentation that HAZUS-MH MR1 is certified to run on
Windows XP SP1. Installation of Service Packs higher than SP1 are allowed,
but
the HAZUS software is then not certified to run 'flawlessly'.
