"Prior to February 28, 2005, copies of HAZUS-MH MR1 shipped to 
requestors from the FEMA Distribution Center included an Evaluation 
Edition of ArcGIS 9.0 and a CD containing the ESRI Service Pack 1. ESRI 
recently determined that these Evaluation Editions would not function 
with the Service Pack 1.

To resolve this problem, ESRI has provided a new Evaluation Edition of
ArcGIS 9.0 that allows the installation of the SP1 CD needed to run 
HAZUS-MH MR1. Users can request the new Evaluation Edition and the SP1 
CD by selecting this option on the HAZUS-MH MR1 order form and 
submitting the order to the FEMA Distribution Center."
